Notice to SEA LINK® Holders and Trucking Company Representatives | 10/28/08
The Department of Homeland Security has mandated the Transportation Workers Identification Credential (TWIC) for all personnel requiring access to secure or restricted areas of U.S. Coast Guard regulated facilities, including the marine terminals in the Port of New York and New Jersey. Neither the Port Authority nor our terminal operators will be providing escorts to restricted areas. This requirement will be effective no later than March 23, 2009, but could be earlier in the Port of New York and New Jersey as determined by the Coast Guard Captain of the port.

In order to comply with federal regulations, The Port Authority of New York and New Jersey, as administrator of the SEA LINK¨ truck driver identification program for the marine terminals, has determined that a valid TWIC card will be required for anyone possessing or requiring a SEA LINK® card/number. Therefore, truck drivers must plan to re-register with their TWIC at the SEA LINK¨ office in Port Newark, NJ, no later than March 15, 2009, in order to ensure full regulatory compliance by March 23, 2009*. A separate announcement will alert you as to when you can begin re-registering. There will be no fee to register your TWIC. The SEA LINK¨ office hours are Monday – Friday, 7:30 a.m. – 4:30 p.m.

To facilitate this re-registration process, effective January 12, 2009, drivers must present a valid TWIC when registering for a new SEA LINK® card or adding drivers to a company. Existing SEA LINK¨ holders, who do not require any changes will have until March 15, 2009, to re-register with their TWIC. We will notify you once the TWIC registration process is available. Please keep in mind that there currently is a two-month wait for a TWIC card to be issued after an individual is enrolled.

Trucking companies that have more than 50 drivers may be eligible for a mobile enrollment station.
