About the M/W/S/DBE Program
The Port Authority has a long-standing commitment to maximize
business opportunities available to minority, women and
small business enterprises (M/W/SBEs) in the New York and
New Jersey region. This program has been designed to promote
New York and New Jersey M/W/SBEs and to allow them to compete
with firms of similar expertise in a limited competitive
environment. Where possible, this program sets aside those
construction contracts typically valued at less than $500,000
for bidding by select lists of pre-certified and pre-qualified
M/W/SBEs. Certain contracts valued at $500,000 or more may
also be set aside for bidding by select lists of pre-certified
and pre-qualified M/W/SBEs. Fees for obtaining contract
documents have been waived for all set-aside contracts.
To be considered for this program, firms must be certified
by The Port Authority as a Minority, Women and/or Small
Business Enterprise and then qualified by the Engineering
Department. Applications can be obtained by calling the
Office of Business and Job Opportunity at (973) 565-5534.
M/W/SBE firms are categorized by trade, size of contract
(e.g., contracts with estimated amounts less than $100,000;
$100,000 to $1 million; and greater than $1 million), and
the state in which the firm's principal office is located.
Disadvantaged Business Enterprises (DBEs) requirements will
be included on projects that receive Federal funding as
stipulated by Federal regulations.

Quick Bid Program
The Quick Bid Program is another opportunity for M/WBE and
SBE contractors to bid Port Authority work. This program
has been designed to shorten the time it takes to award
small contracts, of a general work nature, which are estimated
under $500,000. Most of these contracts are set aside for
bidding among M/WBE or SBE contractors.
When a contract is identified for inclusion in this program,
bids are solicited from a minimum of twelve contractors,
on a rotational basis, so that all firms are given an equal
opportunity to submit bids. The Port Authority provides
interested bidders with contract documents at no charge
for use in preparing and submitting their bids.
