Port Authority Police Department Leadership









Samuel J. Plumeri, Jr.

Samuel J. Plumeri, Jr. was appointed Director of Public Safety/Superintendent of the Port Authority Police Department in May 2004. He is responsible for the management of the more than 1,600 officers and commanders of the police force and the safety and security of Port Authority facilities. He also serves as a liaison with federal, state, county and local law enforcement agencies in the region.
Superintendent Plumeri joined the Port Authority in April 2002 and previously served as Deputy Superintendent of Police for intelligence and training. He also supervised police practices and procedures, which are followed by Port Authority police, and administration.
Prior to joining the bi-state agency, he served for more than 34 years in law enforcement. His extensive law enforcement career included 12 years as the Mercer County Sheriff.
Superintendent Plumeri is a former President of the New Jersey Association of Counties and the New Jersey State Sheriff's Association, a member of the National Association of Counties' Law and Justice Steering Committee and a member of the Board of Directors of Capital Health System in Trenton, N.J. He has a degree in Law Enforcement from Rider University in Lawrenceville, N.J.

 
 
Carol Maresca

Carol Maresca has been the deputy director of the Port Authority Police Department/ Deputy Superintendent of Police since September of 2007 and prior as the deputy director of the department.
In her current position, Ms. Maresca is responsible for the department's budget and financial issues, procurement and inventory controls, technical systems, reporting management, access control, police communication, administration and human resources. She also oversees the operations of the Port Authority Police Academy, the aviation unit, the department's labor relations, and management of the day-to-day utilization and mobilization of all Public Safety staff.

Ms. Maresca has been employed by the Port Authority for the past 23 years. She previously served as manager of the Port Authority-operated Teleport on Staten Island since 1997. While at the Teleport, she oversaw a staff responsible for the development and operation of the 250-acre business park and preservation of the surrounding wetlands.
Ms. Maresca is a licensed attorney having graduated from Seton Hall University School of Law. Prior to entering the field of facility management, Ms. Maresca worked in the area of Labor/Employment Relations where she negotiated collective bargaining agreements and managed the grievance/arbitration process for Port Authority collective bargaining units.

 
 
John Paczkowski

Mr. Paczkowski was appointed to his present position on June 2, 2005. Prior to his most recent appointments, he organized the bistate agency's Emergency Operations Center after the September 11, 2001 terrorist attacks, where he oversaw disaster response, interagency coordination and security efforts.
During his 29-year Port Authority career, Mr. Paczkowski held several positions, including Assistant Director for Policy and Planning, where he helped develop the agency's 15-year investment program, and Assistant Director for Operations under the Chief Operating Officer, where he worked with the Port Authority Police Department on a variety of public security issues, as well as preparations for major disasters.
Mr. Paczkowski recently retired as a Colonel in the U.S. Marine Corps, where he served as an infantry and engineer officer. He initiated the Marine Corps Emergency Preparedness Liaison Officer program. His last assignment was as Chief of Civil Support with the National Guard Bureau, where his staff coordinated cross-state employment of National Guard forces in large-scale emergencies.
Mr. Paczkowski holds a bachelor's degree in Industrial Engineering and a master's degree in Management Engineering from the New Jersey Institute of Technology, and a master's degree in Organizational Psychology from Columbia University in Leadership and Change.
